Due Diligence and Strategy
- Analyze existing reports, drawings, and specifications for the subject property.
- Identify risks and recommend additional studies where needed.
- Work with the consultant team to integrate conceptual plans and prepare an initial budget.
- Develop a high-level project schedule to guide early decision-making.
Entitlements, Approvals, and Permitting
- Assemble and coordinate the consultant team required for planning approvals.
- Lead regular progress meetings and track action items.
- Coordinate municipal submissions, applications, and correspondence.
- Oversee the pre-construction design process with input from all disciplines.
- Review constructability, sequencing, and value engineering options.
- Manage design coordination and milestone deliverables.
- Review design documentation for constructability and alignment with budget/schedule.
Contractor Procurement and Engagement
- Provide counsel on suitable contract type.
- Pre-qualify and recommend suitable contractors.
- Prepare and issue RFP and tender documentation.
- Facilitate site tours, coordinate Q&A, and issue addenda if necessary.
- Analyze bids for completeness, accuracy, and alignment with project scope.
- Conduct interviews and recommend award based on technical and commercial criteria.
- Review contract documentation prior to execution.
Construction Administration
- Chair kickoff meeting and establish communication protocols.
- Review project schedules, monitor procurement, and track progress.
- Attend regular site meetings and escalate owner action items.
- Oversee change management, RFIs, and shop drawing reviews.
- Coordinate consultants, testing agencies, and municipal inspectors to ensure compliance.
- Validate monthly payment applications and provide recommendations.
- Lead deficiency walks with consultants and the contractor.
- Manage resolution of outstanding items.
- Review the Certificate of Substantial Completion.
- Coordinate training for operations staff.
- Review and coordinate manual submissions of as-built record drawings, O&M manuals, warranties, and close-out documentation.
- Facilitate project wrap-up and documentation handover.
